Two-stage Hard Thresholding (TSHT) with voting

TSLS applied to a subset of SNPs which are judged to be estimating the same causal effect. 

Assumes that valid SNPs form the largest set of SNPs which identify the same (true) causal effect. Requires strong genetic instruments.
